Mod Request: Tag items

I have noticed that you can only tag items when they are at zero. I like to tag items that apply to lots of stuff, like oil, nuclear material, and copper etc... But I think it would be counter-productive to deplete items just to "tag" them.

 

Could someone make a mod where you can "tag" your favorite, most used resources?

 

Would that be possible?
