It's never wise to make an important character (like quest givers or NPCs taking parts of quests) killable (unless they are meant to die as part of the quest that involves them) If you feel like this quest can be altered (that enough scripts and resources exist , or you are capable of making them yourself) feel free to remake the quest to your likingbut If no one has remade this quest , It's probably because no one wanted to remake this quest , or there aren't enough resources to do so properlyor it could just be more problematic than it's worth , due to Balgruf being such an important character in the game Link to comment Share on other sites More sharing options...

As an essential character, his presence is necessary for many important quests in the game. If you remove him, you break those quests. 0Theara Posted January 11, 2018 Share Posted January 11, 2018 Another way to make this possible is after you completed the Civil war ( Legion side )/ Main quest and you still haven't completed this quest yet, an alternate option will be unlocked for you to assassinate Balgruf, his brother will become the new jarl. (Optional) Reaction from NPCs in Whiterun, it would be unrealistic for their jarl to get murdered in his own hold, yet everyone acted like nothing happen. So, some dialogues will need to be added. which I don't think it would be possible, unless beth. already recorded the lines and intended for this to happen, but they somehow scraped the idea and hidden it somewhere in their voice bsa files ( just like Elisif ).
