Algabar
Hmm... I doubt you will get 60 FPS all the way outside, but more than 35 should be possible. Your mod list is quite long, but nothing really unusual. Maybe it's time for checking your graphics setup. Basically, you have three components: Your graphics card driver (that NVIDIA system tools thingy), ENB and Skyrim itself. My basic recommendation is: Let ENB do its job and make the NVIDIA driver and Skyrim interfere as little as possible with ENB. For NVIDIA settings this means:Any kind of Antialiasing OFF.VSync OFF. Optimize your Skyrim ini files with BETHINI (https://www.nexusmods.com/skyrimspecialedition/mods/4875) Here again, turn everything OFF than can be done by ENB:Vsync OFF,FXAA OFFLensflare and DOF OFFOnly leave "TAA" on. Otherwise you will get in trouble with your saves: Without TAA enabled, Skyrim can't create matching screenshots for your saves. If you can live without those screenies, you can tunr off TAA, too....If you want to increase performance further, you can use higher settings of "grass Density" (higher means less dense grass). Just make sure to use the same numbers in your Skyrim.ini and in your Verdant and SFO ini files. About 90 results in a noticeable performance gain and still looks quite good...You can also play around with shadow resolution. Skyrim shadows don't look too good - no matter what setting you choose. Using 4k shadows will slow your rig down - for very little visual improvement. I'm currently at 2K Shadows. Looks as good or rather as bad as 4K IMHO. If you're finished with NVIDIA settings and BETHINI, configure your ENB (enblocal.ini and ingame menu). A note on ENBs: Depending on the preset, DOF can eat up a lot of performance. This is especially true with some "cinematic" dynamic DOF settings. Turning off DOF may well give you another 10 FPS or so. Hope this helps a bit. Laryen35
Ok, so, I tried the things you mentioned. Still in the low to mid 30's. I tried disabling the ENB Effect in game. Still 30's. Also tuned my shadows to 2k. No luck. Not sure what I'm doing wrong. Feel certain my hardware should be able to do more. I agree not quite 60 with the mods I'm running, but definitely more than what I'm getting. I've even disabled Verdant with no gain after. I'm at a loss. BIZZnice
Hey that's about what I can get with a similar large mod list and re-engaged enb. I really feel like dialing the enb back is the trick, pretty much turn SSAO off. Pretty much turn everything off or way down and you can get closer to 40 fps. I have two GTX 1070s (obviously SLI is not compatible) but that's about what I can get and honestly if I can keep it consistently around 38 fps I'm okay with it, it is still playable for me. Watch your tree movement though with enb installed if you drop below 30fps the game engine will stop the tree sway.
sopmac45
Flower Girls must be on the very bottom of your load order. Open Cities must be above Flower Girls. You have texture enhanced every single city in Skyrim and you do not have to do that if you have an ENB mod. The ENB will take of your textures. I have only one texture mod ( the most endorsed all time - look for it - Skyrim 2017 4k Textures ) and only one ENB and my game looks amazing. I also have the Nvidia 1070, SSD 1tb, 16gb RAM, i7-6700, Z170mobo and a Viewsonic 27" 165 Hz. On the top of that, I have AA = off ( if you do not know, the AA filter will make you drop FPS ), Godrays = off, Lensflare = off, and other features either in Medium or High and only my textures quality are on Ultra. Still, I am not getting 60 fps all the time. My FPS varies from 50 to 60 depending on where I am. Sometimes it goes down to 45 ... because I have Genesis mod which spawn enemies as you please and my setup is high ( 50 for indoor and outdoor ) so anytime I am in combat, I am fighting a lot of enemies and that is the reason I am getting between 45 and 60. I also have about 15 custom mods for my own use on the top of my 127 mods. So, my recommendation is to use only one texture mod + one ENB and you should be fine. Your load order is not right though. Use LOOT and read the mod description / posts looking for load order and compatibilities recommendations by the mod author. Happy gaming !
Algabar
In addition to sopmac45: You can also try different ENB presets. Skyrim ReEngaded looks really great, but it's a somewhat demanding preset. Compared to no ENB, it will eat up about 15 FPS outside (in interiors I get 60 FPS) on my rig , which is somewhat weaker than the OPs. Rudy ENB for example also looks great and is quite performance friendly:https://www.nexusmods.com/skyrimspecialedition/mods/4796
JohnnynRoger
Have you tried installing this? This fixes a bug that causes low FPS, especially in certain areas, when there are many plugins installed.https://www.nexusmods.com/skyrimspecialedition/mods/10547/ I was getting sub-30FPS in certain areas before using this fix. Now I get 60 in those same areas.
BIZZnice
Hi Guys, I just ran my dxdiag to post up my PC specs, I mentioned before that I am having this same issue with about 200+mods installed and the NVT ENB installed I am dropping down to 25fps. But I've done some testing and really feel like there is something else not correct. Firstly, At 4k on Ultra, I can load up Vanilla Skyrim SE and will get roughly 48fps-53fps in daytime exteriors, then interiors and nights will give me a full 60fps without any issues. This is just Vanilla SE. No mods installed and only NVT ENB at full quality I am dropping down to 25fps for exteriors upper 50s for interiors, at quality I am at 30fps exteriors and again upper 50s for interiors, for performance I get about 38 to 42fps exteriors and 60fps for interiors. This is only Vanilla SE with an NVT ENB installed and running SKSE64. I feel like there are others with a lesser set up or equivalent set up and are getting a consistent 60fps with 200+ mods installed at 4k resolution. I really don't think this has anything to do with mods installed or load order, I really think it has to do with ENB. With ENB installed on Vanilla SE or with ENB installed on 200+mods I still drop down to 25fps regardless for full quality, 30fps for quality, and about 38-40 for performance. I have tried the SSE fixes and DLL Plugin Loader, I have followed the steps exactly, I can load the game only using Mod Organizer 2 but cannot load a save or start a new game. It will say Skyrim has encountered an error and needs to close. I have checked the binkw64.log file and it confirms the FPSfixplugin.dll is loaded correctly but I still get a crash when loading or starting a game. Also, the SSE fixes mod doesn't seem to be used by others still getting 60fps, they use other GPU tweaks such as unlocking v-sync or fps limits, which I have done as well but receive really nothing from it. I'm going to go farther here and say that even if I had a GTX 1080 I bet I would still be experiencing this same fps performance hit when installing ENB, regardless of which ENB, whether it is Rudy's, Re-Engaged, NVT, every single ENB I have ever used across Oldrim or Skyrim SE have dropped my fps down to 25fps for full quality. I'd be interested to here of others who have a 1080 or Titan if they are anything less than 60fps. I know that the others I have talked to who have GTX 1070's are getting consistently 60fps which I cannot seem to understand.
BIZZnice
After I posted this I searched and found some answers and fixed my fps issue, it was resolved using the SSE fixes mod. The tricky part to make this work is to make sure your version of skyrim matches with the .dll that you download from the mod. It is likely that your version of skyrim is not going to match the .dll which means you will need to download Microsoft Visual Studio and make edits to the .dll to get it to work properly. I followed TUCOGuide's tutorial and navigated to his mod page for the proper edits. Currently, I have version 1.5.23 of Skryim which doesn't match the version of the .dll from October 2017. Once I made the edits to the .dll it now works and helps to solve my fps issues. I am now getting 50+ fps with full quality enb installed. I have noticed improvements with load times as well the load process and load screens are much faster now that this is installed. Here are the links to the Tutorial and his mod page for reference: https://www.nexusmods.com/skyrimspecialedition/articles/295 https://youtu.be/OIzATBv43ks Edited February 10, 2018 by BIZZnice

My game is heavily modded (461 mods, 312 plugins), and runs fine most of the time, but I drop from 100+ FPS indoors to 35-38 FPS outside, whether it's daytime, nighttime, raining, snowing, in combat etc. Last night I was walking out of the inn in Riverside during a vampire attack and my FPS dropped to 8 for no apparent reason, then down to 1, and froze. I have all the SSE fixes, .ini tweaks, and everything else recommended for a stable 60+ FPS game, but it is not working. Disabling my ENB doesn't do diddly-squat for my FPS.
