You can't use assets from Fallout 3 in Fallout New Vegas. Even though both games were put out by the same company, there are copyright issues involved that prevent you from doing it legally.

 

There are a couple of ways around this.

 

For some items, even though they aren't used in FNV, some of the assets from FO3 and the FO3 DLC are present in the FNV game files. You can make mods that use those. Unfortunately, I think the Pitt Slave Armor does not fall into this category.

 

For assets that aren't in the FNV game files, what you can do is put out a mod that uses those items, but you can't package the actual FO3 assets with your mod. In other words, you could create an esp file for the Pitt Slave Armor, but you can't actually include the Pitt Slave Armor with your mod. You can however include instructions with your mod on how to extract those files from a legal copy of FO3. Most mod users consider needing to extract files from another game to be a royal pain in the backside though, so this method isn't exactly preferred.

 

You can also do what Tale of Two Wastelands does and create an installer that automatically extracts the assets from FO3 and copies them to the proper place in FNV. The down side of this is obviously that you need to be a software developer in order to write the installer.

 

Without creating a mod, you can install a Tale of Two Wastelands (note that it requires a full legal copy of FO3 plus all of the DLC to install since it copies and modifies files out of that). You could then use console commands or you could create a mod requiring TTW to give you the armor. As long as you don't actually include any FO3 assets, it's perfectly legal to release TTW mods.
