Is it possible to *change* the borders?

Instead of deleting them? Are the invisible walls something you can add/delete/move in CS?

 

The reason is I'd like to use the Elsweyr Anequina mod, but without making the remaining empty majority of Tamriel accessible. I know I could just not go there, but its like a fast travel thing. if I can fix it from a design pov, I'd rather do that.

If you find the rest of Tamriel is too empty just don't go there or install several TWMP mods.

what is invisible wall ?

it is something like invisible object that prevent actor move to outside border in exterior ?

I think TES 4 Edit is the right tool for you --> https://www.nexusmods.com/oblivion/mods/11536/

that tool can do batch edit, which could help you deleting all of them within several minutes

if you use CS or CSE to delete all the invisible border it could takes a really long time and hassle,,,,,

hmm... the only easy way that I could think of is by using script

move them to above or below when player is same cell with such objects

 

EDIT : hey why don't you just use oblivion ini setting to remove the border ??

bBorderRegionsEnabled=0

bEnableBorderRegion=0
