But this time after I dumped all mods I verified the integrity of game files through Steam before installing mods. I finally got it to work. And after installing mods one at a time and testing, tweaking some mods it is still working. I am not sure what happened to mess with my game where just deleting all my mods didn't fix the problem, but there you go.
