thompsonar
There's a mod that let's you smith lockpicks. Can't remember what the name is though. There's not really anywhere to buy a lot of them at once that I've seen. I just check every dead body for them and I usually end up with around 50-60 in my inventory at all times. You must be picking a lot more locks that I do

thompsonar
just type "lockpicks" in the mod search. I just did it and got quite a few different mods to pick from.
worldofscotty
I think Lorecraft lets you make them. Also use Vals Crafting Meltdown On a serious note how on earth are you running out. I played a thief character up to lvl 45 before all these mods came out and I consistently had around 300 of them without ever buying any Edited April 10, 2012 by worldofscotty
robanybody2000
what level of lockpicking skill your character have? do you have any perks in lockpicking? http://skyrim.nexusmods.com/downloads/file.php?id=885 for creating lockpicks and http://skyrim.nexusmods.com/downloads/file.php?id=1050 for the increased sweet touch. or play a thief. Hendruck
When clearing a dungeon/cave do you loot all bodies and check every chest? If you do so you won't run out of lockpicks and if you still do then you are just really bad at it. Edited April 10, 2012 by Hendruck

RedRavyn
I think your problem is that you suck at picking locks. Seriously. I've never, in nine playthroughs, put a single perk into lockpicking. I mastered the lockpicking "minigame" easily because I practiced lockpicking, payed attention while I was doing it, and learned how the system works. If you're breaking a lot of them, then you aren't "testing" properly. Don't gorilla-fist the key. Tap it lightly to see if you get any movement, then move the pick slightly in a consistent direction until you get movement. If you do that, then you can frequently get five or six "tests" from every pick. If you don't break all your picks on every lock you come across, you'll quickly find yourself with more lockpicks than you'll ever need. Pick every single lock you can. This is one of the reasons that many dungeons (including the prison area in Helgen -- wink wink nudge nudge) has locks to pick even though there's no treasure being protected behind them. Don't be afraid to just save the game before picking a hard lock, get it open, then reload your save and do it again, just to get the practice. You'll get the hang of it, eventually. I can consistenly pick a Master lock, with a low Lockpicking skill, and breaking only one or two picks. It's less a matter of character skill in this game than it is player skill.
