It doesn't make sense that every group of raiders you meet is out to rob & murder you and everyone who else who passes. That's dangerous for them, inviting return fire and other retaliation, and has diminishing returns as travellers choose other routes instead. A more sensible business model is to charge a "toll" to passers-by, in return for "maintenance" and "protection" (ex. from animals and other gangs). How about a mod to spend caps to temporarily increase the PC's reputation with whatever faction you happen to aim at, until the cursor no longer turns red and it shows you're safe to approach and pass? Or, more-or-less permanently, for buying a pass that shows you've paid your "taxes". People who hate you a lot already for other reasons would need bigger bribes. This would be very immersive, including for merchant characters not looking for random trouble, and bounty hunters who only kill if they're being paid. Wouldn't work on animals, of course.

Makes sense to me, that some raider groups or cirminal organizations would work that way (those that aren't in drug induced psychotic states). I'd like to hear, in more detail of what you have in mind.

On the actual logistics we have a fair amount of contraol over faction mechanics and NVSE adds another dozen or so related functions.

Consider the Jackals at the Nevada Highway Patrol Station. If they charged just a few caps toll from each passer-by, they might make hundreds a day, and be tolerated indefinitely as "local security" by the nearby NCR Mojave Outpost; instead of killing & robbing for a couple of days before traffic vanishes and they're hunted down.

How about this: if you see some suspicious characters ahead and your cursor on them shows red, or if you hear a bullet whiz over your head, then pop a consumable item called Road Toll which temporarily improves your reputation with all Raider factions (including regular Powder Gangers, but not the ones in Primm) for the time it would take to get through the next group's territory, by just enough to stop the shooting, unless you're already in their bad books for some other reason, like having killed a few. Road Toll can be crafted from caps at any campfire. 1-2 caps might be enough, and cheaper than the bullets to wipe 'em out (again and again, unrealistically, when they respawn); 4-5 caps, instead, would buy a gecko steak or other good meal.

Not applicable to non-humans, or other factions that get income from property taxes/tribute (NCR & Legion & House & towns), or trade (Brotherhood of Steel, Great Khans), etc.
