Modding help adding items to shops

I hate that so many items cant be bought and u have to either steal them or loot them. So I am pretty sure I need to edit the shop_type2.xml file. However I am having some trouble since I cant figure out how to get the items assigned to a specific shops I figured out which shop is which from the shop.xml file. But I cant seem to only put an item into a specific shop due to items being assigned by shop type id instead of the individual shop id. Is there another file I should be editing besides the shop_type2.xml. I also would like to make the tailors, cobblers, ect.. like the armors and weapon smiths were each towns merchant has a different stock to make the game more realistic instead of all them having the same which is the main reason I would like to do it by shop instead of by all shops that fall under shop id. My other problem is there away to force shops to restock since the items that I added don't show up when I load a save file with the mod enabled. So I am assuming that is because the shops have to restock for them to appear. Any help would be greatly appreciated.
