Okay so I upgraded to a Gaming Desktop where do I go from here?

First Off, Specs

 

AMD FX 4300 3.8 GHZ OCd to 4 GHz socketed into a Asus M5A78L-M Plus board

16GB DDR3 1866 CL10 (HyperX) RAM

1TB Toshiba HDD

PNY GTX 1060 6GB XLR8 OC2 Graphics Card slight juiced from factory OC (1600 base 1800 boost base clock offset +50 MHz)

500W ATX Simi-Modular PSU

Running Windows 10 Home

 

Monitoring system while playing Fallout 4 and no Bottlenecks either in the CPU or GPU. GPU takes load well no overheating, nothing above 75 C and not even really hitting max boosted clock. CPU revs to about 70% and stays there. Memory load is half or less most of the time. Yet I am Still getting Halved frame rates (60 to 30 fps) when in populated settlements using Sim Settlements. I specifically put this rig together and yea its a budget rig saved the big bucks to afford a half decent Graphic Card, but seems to run game well looking at HWMonitor and plays well enough so long as I am not anywhere near a built up Sim Settlement which sad for me is one of if not my most favorite mod to play with.

 

I guess my question is what would be the next logical upgrade to get some more frame rates. I understand everything is relative and it depends on why the frame rate is tanking when it does. I was thinking Maybe putting an AMD 8500 CPU in there? or swapping the HDD for a SSD. Maybe trying to push the clock on the GPU even more though I really don't want to blow up a brand new $450 Graphics Card. Spending a Grand for a GTX 1080 Ti sadly is not an option I am just about tapped on funds I can put into this build (another couple hundo MAX) and its gonna have to last me for at least a year before I can try and trade up, Also ill post my mod load order maybe I have too many mods loaded or in the wrong order. I am horrible with load orders and depend on LOOT heavily to sort my mods. Any suggestions welcome and appreciated.

What background processes are running?

 

Does your anti-virus do 'on access' scanning? (that can really slow ya down.)

 

Sim settlements is pretty script heavy........ but, I don't think it should have THAT big of an impact.......
