I'm pretty sure I saw an npc in combat pick up a weapon. If so, it's the first time I noticed this happening, after ages and ages playing NV. I think Willow ate all the food from my fridge too. I am starting to wonder if I'm imagining things as somehow I hadn't ever noticed this before.
Had me wondering if it's possible to make a wandering junk merchant who picks stuff up from the surroundings (or even claims ownership of un-owned items), although I don't think merchants usually sell directly from their inventory.

Yeah, NPCs pick up weapons all the time. I've noticed it a lot. I was testing some stuff out for some mods I am making earlier today, and one of my NPC companions (a robot girl) had her shotgun shot out of her hands and broken by a fiend. She picked up a .44 magnum pistol and some ammo off of a dead fiend, and then picked up a sledgehammer off of another dead fiend when she ran out of ammo. It's not that unusual.

 

NPCs will also typically not eat food if they are using a follow package, but they will eat food if they are sandboxing. It's pretty annoying when you create a nice house mod and stock it will all kinds of wasteland food for that lived-in look. Then you leave a companion there for a bit and they eat everything in sight and clean your fridge out as well, making the place look barren. There are flags that you can set when you create the sandbox packages and when you create your containers that can prevent them from doing that.

 

It shouldn't be too difficult to create a wandering junk merchant, but a lot of "junk" is placed all over the world for atmosphere purposes. He'll end up cleaning up places that are supposed to look junky. You'll also probably need to add the items that you want him to pick up to a form list, otherwise he'll pick up all kinds of stuff that you wouldn't want him to pick up.

 

Merchants will sell things from their own inventory as well as things from their merchant chest.
