The Creation Engine (which runs Skyrim) can only handle 4 dynamic shadow casting light sources per cell. The fire casts a shadow because it's a specific type of light source. If you were to put in more dynamic light sources, the Creation Engine would turn them off forcibly. I'm not saying you couldn't spread out the light sources better (for example, take a candle or something from the lower floor and use it to replace the fake light source on the top floor), but adding more dynamic lights won't work on its own.
