Please Help!

Ok, so I am a complete noob when it comes to modding Oblivion. I'm running windows 10 and I decided that I would try to install Better Cities. I completely ruined my game and had to unsinstall literally everything. Now I've installed, uninstalled, and re-installed Oblivion like 200 times by this point and I am completely unable to get it to download anywhere but the program files folder that you aren't supposed to install it to because it won't run mods properly. It keeps going straight to C:/Program Files (x86)\Steam and that is not where I want it to go. I want it under C:/Games/Oblivion and I'm not even getting the option to put it there. Should I just move it there after it's been downloaded, or...? This is probably a really dumb question and I'm about 10 years late in figuring out how to do this, but it would be really fun to play my favorite game with Better Cities installed ._.

From what I have read, there are instructions available from Steam for moving the games after they have downloaded. You should try to use the Steam search to find the instructions.
