You can enchant any clothing with the enchants you learn from mage robes and the like. But like I said if you disenchant mage robes that give say %100 faster magicka regeneration, and you enchant some fine clothes with it, because your enchanting is low it's probably only going to give you %20 increase until your enchanting gets better and you put perks into it.

As for leveling up, you want your offensive magic (destruction or conjuration) to have gone up at least some, and you'll probably want to get the perks that make those spells stronger. This is just because the enemies you face are going to level up too and you don't want to be too far behind them in damage output. If you're level 15 but your destruction is still very low and you have no perks in it, you're going to have a tough time hurting the enemies you face. It's not that you really need to only level destruction just make sure it's going up some (which it will if you're using it) so it's not ALL you should think about, just something to keep in mind. If you ever find yourself not hurting the enemies very much, then go out and hunt some deer or bandits or something to get your skill up.

You should also check back with the court wizards when your skills go up enough to get the best spells you can at the time. I think you get novice spells from the start, apprentice somewhere around level 20, adept at 40-50, and master like 70? I'm sure of the exact numbers, but note these are SKILL levels not your characters level. Basically once you can get the perk for apprentice destruction, restoration, conjuration, or whatever you should go and see what new spells you can get.
