Can't talk to certain NPCs

I'm experiencing a bug where I can't talk to certain NPCs. Specifically I can't talk to certain merchants, such as Sayma, making me incapable of selling items.

I can press E on them but no dialogue menu appears and all they say is 'Good Afternoon' and 'Good Morning', which I guess is nice.

It's a tough one, I still say tes5edit. I would load all active mods into xedit. After all mods load into xedit click on Skyrim esm. Click on non-player char. Click on Samla. You probably won't find anything there, so look at what factions she has. Go back into Skyrim esm and look up(obvious ones first)the factions that she had a click on them and see what you have over riding them. Worst case scenario you apply trial by error method. Deactivate half your mods untill problem goes away and add a few mods back at a time untill you find culprit.
