I level up multiple levels at once

I was at level 1 on a new install of Skyrim, leveled up, and then I leveled up 3 levels, up to level 4. I leveled up again and it was normal, and then leveled up again and leveled up 2 levels. So I have to fix this.

 

So I reinstalled Skyrim recently and put in all the mods I wanted and then started a new game. I tried doing load order the best I could and used BOSS. When I uninstalled Skyrim, I thought I deleted all my old saves. I found some of my old saves still around in the load menu, so I deleted them (there was around 8 or 9 of them).

 

So, I started a new game and had one mod that increased alchemy EXP gains by 20%, and I activated the Thief Stone. When I leveled up, I had the problem. So I uninstalled the higher EXP gain mod and went to a save before I activated the Thief Stone and before I gained my first level (but after accumulating some EXP from other things). I did my first level up again and leveled up to level 4 again after one level up. So then I went to the first Skyrim save (the character creation part). This was before I gained any EXP whatsoever. I got my first level up and had the same problem.

 

So, a few things. I'm thinking maybe I should have started a new game to see if I still had the problem. I picked a save at the character creation process, I might as well have just started a new game. I don't know if that would have made a difference or not. Another thing, I don't know what mod is screwing up my leveling up. I think it is the alchemy EXP gain mod. I believe it is the only mod I had that affects leveling up (I got rid of it). Also, I don't know if the old saves I found that were from before I uninstalled the game screwed things up. I uninstalled the game, deleted the game folder, and deleted the game folder in the my documents folder, and some saves still showed up. Was there another folder I was supposed to delete? Was I supposed to delete the game folder in my documents before deleting the game folder in steamapps? I don't even know if that is the cause of my problem.

 

I also moved my steam folder from program files (x86) to a different location before reinstalling Steam. I don't know if that makes a difference. I don't think I did it wrong.

 

Does anyone know what type of mods can cause this problem besides mods that affect EXP gains? I hope I don't have to reinstall the game again and reinstall all the mods I want again. I don't even know if that will be the solution. I could reinstall things and then still have the problem.
