Fallout 4 NPC Radiant Quest-giver Dialogue Auto-Skipping Bug/Glitch

I have had an annoying glitch for some time now.

Basically, for a long while I have been encountering a problem with the dialogue of Quest-giver NPCs such as Preston Garvey or Scribe Haylen automatically skipping over specific 'preamble' lines when I am being given a Radiant quest.

 

Basically, with the Radiant quests, there seems to be a basic dialogue structure: An introduction line ('Our scouts have found a new spot for a settlement'), an explanation of the problem ('the area is overrun with ghouls/super mutants' etc) and the ending line ('I'll mark it on your map').

 

For me, the 'explanation' dialogue line doesn't play properly; it only plays for a split second and you only hear the npc's voice briefly (the sound is there just for a moment, it isn't silent or missing dialogue), then they cut off abruptly and auto-skip to the next line of dialogue.

Sometimes this occurs with the introductory dialogue for beginning a radiant quest as well, I experienced this with Knight-Captain Kells after finishing a named quest, Duty or Dishonour.

 

I post this here in the hopes that anyone knowledgeable might be able to shed some light on the nature of this glitch and what can be done to fix it. I do have mods altering Dialogue and Quests, but my issue has been around for much longer, these mods were installed only recently.

Literally this same exact thing is happening to me as well, and I'm still stuck. Now I've reached the point where Preston says "Our scouts have found a promising spot for a new settlement", and then just stares at me! Conversation doesn't continue. Unlike most people, I like the radiant quests, and want to keep going.
