Do you have DirectX 9.0 up to date?

How are you launching Oblivion? The obse launcher exe doesn't work with Steam.

Longshot (since I'm not sure it matters): Did you install the game in the Programs folder? That's known to mess up modding due to permissions issues, but I'm not sure it matters for enb.

yeah i tried updating directx but the installer always says that it is up to date, and i launch oblivion through the normal launcher and the game is in the programs folder.

I'm not sure, but the problem may be that the game is in the programs folder. Try reinstalling outside the programs folder, or changing permissions for your programs folder (I'm not a Windows user, so I'm hesitant to give advice on the best way to do that precisely).
