It'll work just as well if you don't have New Vegas. I tried using that but it crashed when I tried installing any mods.No idea, but that might have been because you had it installed in the Fallout 3 directory. Tried both the new and old FOMM not installed in the Fallout 3 directory. Both let me install and activate certain mods but they don't appear in the list of installed mods when you first open FOMM. You're going to have to read the installation instructions/description page/readme of whichever mod you wish to install for that. Most mods have easy to read instructions for how to install them.
