Can only Board Summoned Vertibird While in Power Armor?

Can only board a summoned vertibird while in power armor? Weird or what? Anyone ever have an issue boarding a summoned vertibird? All I get is a notification stating 'you can not board at this time'. I'm aware of the typical quest related bugs when boarding but never had an issue while trying to board a summoned BoS vertibird. 1000+ hours of Fallout 4 and never had this issue. Any suggestions?

 

(EDIT) I also noticed that the vertibirds' collision is off while I am trying to board and not is power armor.
