I have floating lanterns in whiterun and the surrounding area outside of whiterun when LoS is installed, the only mod I have installed that modifies cities is JKs skyrim. I cant seem to find a patch for it and the only post I found on google about this issue was about etac but nothing about JK skyrim. Anyone know a way to fix this or if it might be another mod causing this?

I keep seeing people posting aMidianBorn related stuff? Were they officially posted to SSE yet? Did you make the port yourself?

You have Holidays and JK patch for Holidays, good. I think there is another Holidays patch...

I feel Better Road and Bridges may have something to do with Laterns of Skyrim since both edit the placement of things.

This may be irrelavant, beltfastenedquivers doesn't seem to work anymore. Read their comment page. I have my beltf astened quivers via XPMSSE with either version 4.2.0 or 4.3.1 (latter version seems unstable due to SKEE).

More irrelavant stuff, icepenguinworldmapclassic.esp is saved in Form 43 (Oldrim). You should consider getting rid of it. Just use the .dds file is good. I use a .dds from Oldrim, it's fine because dds doesn't matter, but NIF and .esp do. And you do not want to use the Oldrim version. They may appear fine, but will accumulate error and cause the game to CTD.

The only oldrim mods i have are Noble Skyrim and AmidianBorn book of silence, as far as the process of amidianborn all I did was manual download then added the mod into NMM works fine only issue I've had with it was it doesnt work with mods like Joy of Perspective, makes it do all you see are hands with no arms. I'll test the better roads mod and see if that's the issue but like I said, I've only seen it at whiterun (So far). Thats for all the tips tomomi I'll look into a few of them.
