I uninstalled and reinstalled it (Using steam's option to add a new install location) onto a new partition I made, M:\ . I will update again once I make it to Rivet City, fingers crossed without any issues

The same bug happened once, but I was able to load a save from before I exited the city and exit a different way without the bug occurring. I believe the bug has something to do with the Rivet city market in particular, but I can't be sure.
