Skyrim(Oldrim) not accepting mods?

(DISCLAIMER: i put this post here because of a Vortex error log, shown below. If it does not belong here, just move it.)

 

So, i started a fresh install. Deleted old mods, reinstalled, etc, etc. I came across the bug of NMM not installing half the stuff i ordered it to install (I.E Encounter zones unlocked will be disabled after installing it and restarting NMM) so i gave Vortex a try. Now Vortex is giving me errors when i try to get mods to work, leading me to think somthing is wrong with my skyrim installation, NOT VORTEX ITSELF (Yet...)

 

I know most of you will just say "Reinstall the game noob, what are you posting here for?" but Steam appears to have... issues uninstalling EVERYTHING (I found a few bits of skyrim when it was "Uninstalled")

 

So, short of uninstalling Skyrim, scrubbing my entire computer clean of anything related to Skyrim, and going from there, are there any common causes of this? (And yes, before you ask, i have NMM, Vortex, SKSE, and the skyrim EXE set to run as admin.)

 

If it helps, this is the Vortex log of me attempting to install the Legendary unoffical patch (By Artmoor) Via Vortex as a test. (This is only with the "Warning" and "Error" boxes checked.)

And that is the source of your problem, or at least one of your problems. None of these should be run as admin. You probably made quite the mess of your file permissions by running tools as admin, not sure if this is the cause of all your problems though.
The log you posted is certainly not from installing legendary unofficial patch. Installer failed only happens with fomod scripted installers, the legendary unofficial patch isn't one.
