LE Looking for assistance with Dragon Transformation mod

So I'm attempting to make a mod that adds a ring that, when you equip it, it transforms you into a Dragonling, a little dragon about the size of the summonable dragonling from Midas Magic. Now I saw the Flyable Dragon Races mod, and thought maybe I could figure out how to fix some of the bugs. But first, I need to make a ring that will, upon equipping it, transform you into a miniature Elder or Ancient Dragon. I plan to make it so that when you double tap the space bar, you begin to fly. Once flying, the controls are normal besides the added space to ascend and shift to descend and land and, when in combat, you can control your direction of flight with just the mouse and the w key. In combat, you would be able to shout fire with z and switch to frost with something like x or another unbound key. Is there a modder out there who could possible help me make this mod? I'm not using the Flyable Dragon Races mod at all. This is a standalone test mod that I am going to try out to see if i can figure out how to fix the bugs that are in that mod, without using the mod itself. Sorry i didnt make that clear enough.

I'm still not clear on your intentions even after your response to @Ravager666. The mod you described seems to be an exact copy of my mod.
