wesaynothin
From what I've heard, you have to make the actual models in 3dsMax and the TESCS has a .max/.3ds import built in. But Im no modeller, So Im not certain.
Dark_Necromancer
If my memory serves me I believe that wesaynothing is correct. Sorry but 3DSM is a very expensive program. I also heard that Gmax can do it also. 100% at that. You just need to find plugins to make it export to the 3DSM file type
Peregrine
Well you heard wrong. The export plugin is for 3dsmax 3/4/5 only. Gmax is absolutely worthless by itself. There is a way to do it, if you've got someone (like me, but with a non-buggy computer) with 3dsmax. You can export Gmax -> QuakeIII and use a file conversion program to convert QuakeIII -> a format 3dsmax can import, then export that to .nif. But it's far from "100%", since the process adds in some unwanted smoothing, and I have yet to test it with models with textures applied already.
