Issue with Hoover Dam, General Oliver Dialouge

So I've run into a dumb bug with my last mod updates and installs. For some reason when I talk to Colonel Moore to start the Hoover Dam battle I can't load into Oliver's Dialouge. The music plays but my character is just not loading in and Oliver is just staring at me but never initiates dialogue. I've tried with and without companions and I can't figure out why this is happening. I can't do anything to start it either, it's like my character isn't there at all and I can't move. The only thing I was able to do was use the Scan function of one of my PN implants or move the free camera.

i7 6700k - Stock 4.0 GHz
Dual 980Ti GTX Hybrids in SLI (6GB VRAM, I'm not sure if that changes in SLI or not)
2560 x 1440 Screen (Game plays in 1920x1080 fullscreen from what the game tells me, Onetweak may have changed that but it didn't look like it)
32GB System RAM
1TB Free Space on Game Drive left (3TB hard drive space)

Please see the 'Common Game Problems' section of the wiki "FNV General Mod Use Advice" article. If the problem persists, then see the 'Solutions to Starting the game problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. Also see the 'Issue: Quest is hung and won't advance' entry as well.

 

You need to move all the "inactive" mods out of the "Data" folder to start with. Then you might try to disable ENB at least until you get past the start of that quest.

While I figured it out, my controls were "disabled" and I wouldn't have known this had solid project not given me a warning when I started hitting random keys and used enableplayercontrols to get it back, I'm still concerned tho and running through these guids. While my game is stable (I've gone on a 6 hour marathon on a playthrough to test stuff and didn't crash once) I'm sure I can improve on stuff still. Got rid of those inactive mods too. And I'll have to find the script for this quest too. Oliver is supposed to just immediately start talking but he doesn't and I have to actually initiate the conversation. Thx for the help again.

It's common for controls to get "disabled" when a "cutscene" (usually a "movie" or long monologue by an NPC) starts to prevent the player from interfering until it is over. They are supposed to be re-enabled automatically, but do indeed sometimes fail to do so. Sounds like something interfered when the "cutscene" started. Doubt you are going to find it in the Oliver script. ENB is known to have some problems with "cutscenes" which use IMODs. See the 'Issue: Image Modifications (IMODS, aka "fade to black", etc.) don't work' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

I found the issue, it looks to be Honest Hearts Reborn. I don't know why but it stops all the NCR dialogues that aren't initiated by me. General Oliver was one but another happened to be the trooper outside of Primm. I don't have a save near the guy past Nelson who starts the Anywhere I Wander quest but I'd bet him too. I'm not completely sure as to why as other NPCs with something like this doesn't have this problem. It probably is some conflict between it and ENBs but I really can't tell.
