[LE] Ability with effect vs incoming spell magnitude

Greetings.

 

Had been messing with perks, mainly to adapt mod [Elemental Destruction] for [skyrim Redone] and came across 2 solutions on addding elemental resistance:

1) Create an 'Ability', that uses 'Magic Effects' with archetype 'Peak Value Modifier' and casting type 'constant effect', adding resistances as "associated item".

2) Adding 'incoming spell magnitude' with right conditions to 'Perk Entries'

 

Question is, what are pros, cons and possible consequences of each way and which one would be better to use as well as if I understood how it works correctly at all?

 

What I am trying to achieve, is changing Elementalist Contract perks of SkyRe from

"Your element A spells are cheaper and more poerful, while you can not cast element B and C spells and are more vulnerable to them"

 

into

 

"Your Element 'A' spells are more powerful and cheaper. You are %% more resistant to element 'A' and reflect back %% damage from incoming element 'B'. you are %% more vulnerable to elements 'C' and 'D'"
