StayFrosty05 Posted May 24, 2012 Share Posted May 24, 2012 (edited) Something I am trying to work out....my Dovahkin takes great pleasure when coming across a group of Thalmor (without a prisoner) in an isolated area...in transforming into a Werewolf within their view then proceeding to kill them all....Every time he does this, I am always careful to scout the area first, making sure they have no Prisoner and there are no bystanders or witnesses anywhere in the area...so why is it that every time he does this he cops a 1000 Septims bounty? None of the Thalmor live to report it...no witnesses around...so what's the story?....All Thalmor come equipped with Walkie Talkies?.... :blink: Edited May 24, 2012 by StayFrosty05 Link to comment Share on other sites More sharing options...

RedRavyn Posted May 24, 2012 Share Posted May 24, 2012 This is all part of the infamous PGS ("Psychic Guards Syndrome"), which was with us in Oblivion and is back in force with Skyrim. It doesn't just apply to guards, either, as you're finding out. Despite Bethesda's claims to the contrary, you don't have to have a witness to a crime for people to, somehow, find out about that crime. Nor can killing off all the witnesses before they can escape and inform the authorities help, either. It's just scripted into the game. If, for instance, you kill Anise (qv Anise's Cabin in the wiki), with one shot and then steal an item from her place you'll likely have a Hagraven on the other side of Skyrim (who likely doesn't even exist in the world, yet -- Daedric quest related) send a bunch of thugs after you. How did this non-existent NPC even know about the crime, since nobody was around to witness it? Bethesda chicanery, pure and simple. I think the problem in Oblivion where horses (even your own) would psychically report your crimes to the authorities has been "fixed" in Skyrim, but I've heard some other animals will do this, instead. I don't know about chickens, although I'll take BrettM's word on this. Just don't kill a chicken before you've killed all the inhabitants of the town where you find it. If you do, they'll all go postal on you. For killing a chicken. Go figure. There are some crimes you can get away with. Killing a Hunter with no witnesses, for instance, doesn't even seem to count as a "murder", even though they aren't aggressive to you before you attack them. Killing any Thalmor agent will instantly get you a bounty for murder in the related hold, even if there are no witnesses. So, yes, Thalmor have cell phones and they seem to be able to use them even when they have their hands full with a fight. Get used to it, because it's probably going to be with us in all future ES games. Bethesda really seems to like this "feature" of the game, even though it makes no rational sense at all. StayFrosty05 Posted May 24, 2012 Author Share Posted May 24, 2012 It is definitely only the Thalmor this happens with....have been play testing it....Bandits and Silver Hands, not a problem....Transforming into a Werewolf to save the wandering Bard from another Werewolf attack and soon after saving a farmer from a few wolves and a bear....not a problem (I have 'Enhanced Werewolves', so the Werewolves and various other creatures from 'Skyrim Monster Mod' using the Werewolf base too have a hit like a sledgehammer...not fun to tackle in human form)....RedRavyn is spot on.....Thalmor equals instant Bounty, though I think only the head Thalmor (the one in black), as the Bounty is 1000 for the group of three. There are 2 (3?) dialogue steps that you go through, but basically = Ask them what's wrong with worshiping Talos and tell them you can worship whoever you like and they will turn hostile towards you at the end of the conversation and attack, you can then safely butcher them, and even "no crime" followers and sometimes even local guards/NPC's will help you because THEY (the Thalmor) instigated the combat, and their is NO BOUNTY associated with the killing them ... Though the Thalmor MAY send out "death squads" to hunt you down with "kill on sight with extreme prejudice" orders, that just means you get to kill more of them and sell the Elven Armor for oodles of gold and still NO BOUNTY = PROFIT :thumbsup: :biggrin: Link to comment Share on other sites More sharing options...

Though the Thalmor MAY send out "death squads" to hunt you down with "kill on sight with extreme prejudice" orders, that just means you get to kill more of them and sell the Elven Armor for oodles of gold and still NO BOUNTY = PROFIT :thumbsup: :biggrin: Yep, I am aware of that.... :happy: ....when the Thalmor have a prisoner with them my Dovahkin talks the Thalmor into a fight instead "I can worship whomever I like" line....Going Werewolf on Thalmor without a prisoner has been purely from an RP perspective....my Dovahkin hating the Thalmor so much, he transforms in front of them to strike terror in them....It's just mad to me though, that though he leaves none of them alive he still procures a Bounty for it, that makes no sense. I love the Thalmor 'Death Squads'.... :happy: ....I wish more would come after my Dovahkin....he collects and keeps their orders as his souvenirs. RedRavyn Posted May 25, 2012 Share Posted May 25, 2012 Whether or not you'll incur a bounty depends upon whether the NPC is a member of one of the many "crime factions". I'm not entirely certain how this works, but those factions exist "so crimes committed against created actors are registered", according to the wiki. This implies that "registering" of the crime with the NPCs crime faction is automatic. If the last witness to the crime is eliminated the crime gold will be erased, but it would seem that the crime is still registered with the relevant faction. Named Thalmor are associated with the crime faction of the Hold in which they're stationed. I haven't found any information on the generic Thalmor, but I suspect they have a crime faction of their own, and this would explain the Thalmor death squads. This still doesn't explain how you can get a bounty for killing an entire band of Thalmor out in the wilderness, though -- unless the very rocks report crimes to the authorities.
