Randomly respawning containers ?

On my last game (FO3, GotY,) I stumbled across a filled ammo container, which I'm 100% sure was empty when I checked it on my first run through that place (Tepid Sewer).

Had to head back home 'cause of the plenty of stuff... on my next visit.... "WTF? I HAD checked this one!"

I always had this feeling/imagination in my previous game, but it was never so 100% obviously to me like in that case...

So here a few questions:

 

Yes, this time I'm playing with FWE 6.03, and I know that there's a feature/setting “Unfound Loot”, but:

1. It's disabled...

2. According to the description, this setting does not affect containers...

3. Last, but most important: The previous game where this also happed (now I'm 100% convinced of this) wasn't one with FWE. It wasn't vanilla, but none of the mods mentioned a feature like that or is addressed to this topic...

 

So, what's going on there? A Bug? A Feature I missed? With this happening, which containers could be regarded as "safe" for storing?

It's rare but the occasional container will reset in vanilla FO3. FWE alters some containers (first aid kits and ammo boxes if I recall correctly) to respawn

 

It's best to only store items in your house if you don't want to lose them but in a pinch, Nuka Cola machines are generally safe storage spots.

Thx for your reply. Maybe I was a bit unclear in my opening posting...

 

There was no respawn/refresh of the cell... the respawn-time is still set to 3 in-game days.... it happened after ca. 1 hour in-game time (I'm playing with Timescale=1) and it only happened to this single container...
