You need to navmesh the cells and make sure that when you finalize the navmesh the triangle beneath the teleportation markers (The yellow square things) turns green, then your good to go.

You need to create and finalize a navmesh for the new area. The CK wiki has a good tutorial.

 

Make sure to do a little research on the "navmesh bug" to avoid problems. If you have already navmeshed the area, this is likely your problem. If you don't feel like creating seperate esm and esp for your mod, just wait awhile, Bethesda has stated that they are finally adressing this issue.
