Black Textures and Distance Fading

I had this problem when I had Sim Settlements and Enhanced Lights and FX installed. I uninstalled SS and that solved my item fading issue around settlements. But I have the problem of black textures and item fading whenever I entered an interior cell. They don't often fix themselves and the only fix is to quit to the menu and reload the game.

 

I assume its a Vram issue, as my rig is running 16.0 GB. I've also uninstalled Enhanced Lights and FX and I'm hoping to see if that fixes my problem. Though I remember the same issue with Nuka-World without ELFX.

 

Is there a workaround that prevents black textures from appearing? Or item fading? It's not a huge issue, but it is quite annoying to have to quit and reload a game every time I want to fix the textures.
