Chernobylite12
Frankly, I've never really felt compelled while playing as a non dragonborn character who starts out as a commoner to join the civil war in either faction, I've had a little inspiration for some reasons to either sweeten the deal of joining the war, or at the very least force a player to engage an otherwise incredibly benign war. Part 1: Joining Up Scenarios / ReasonsFaction is offering a Joining Bounty of 1000 Septims: You can find this out by way of notices in the appropriate Hold (Imperial Recruitment notices in Imperial holds Stormcloak in Stormcloak) (Missives / notice board compatibility?)Alternative To Prison: if under a certain bounty threshold (Configurable?) No joining bounty should be offered here, as well as less/no salary - see part 2Conscription? Not sure how this would be implemented, but you're forced into military service by a faction, you don't receive the joining bonus HOWEVER you receive full salaryPart 2: Benefits of ServiceSalary: Configurable salary paid weekly to the player, if the soldier is avoiding jail by joining they forfeit salary or receive a fraction of their pay...Salary should also go up with rank, again configurable, though I'm not sure how to handle this if you're a prison rat.A bed in the faction barrack: Either in Castle Dour or in Windhelm barrackAccess to an army doctor, and smith: pretty self explanatory, either free, or at a significant discount?Part 3: Dishonorable serviceService unbecoming you'll be drummed out of service dishonorably, lose your faction armor, and be dismissed from serviceCommitting crime: If petty (configurable), be imprisoned in faction capitol for a period, then return to service. If over the threshold, Drummed out of service, and leave your faction as a petty criminal in all that factions holds.Treason: (Giving the helm to the other side) Large bounty in the original faction's holds, however the faction that you have joined will pay you handsomely for service.Special for Criminal scum: If you do any of the above and you originally joined the faction to avoid prison you gain your original bounty back in addition to which ever of the above you did. You're criminal scum what do you expect.

Chernobylite12
The problem as I see it is, if you go to far you run into a morass of compatibility issues. As it is, there are a number of potential compatibility issues (crime dialogues etc), not to mention there are a handful of mods that already address the mechanics of the war itself, but no one has really addressed the factions as joinable entities.
