it wont let me log in to add new mods to it, ive been trying to add more mods to dragonage 2 but all i can do is add to the nmms download queue but they wont download because it wont let me log in, it says either my firewall or the login servers are down, all i have is windows defender active, and thats what im wondering about are the nmm downloads still usable now that its not supported? nmm was an amazing program for modding made things so much easier and quicker.

ok, was just wondering if it was even still usable now, or if all the nmm mods were defunct, i havent updated nmm in 2 yrs or so, so when i decided i wanted to add some new mods i figured i was screwed, cuz doing it by locating specific folders to dump mods into is a major pain. so do i gotta completely remove my old nmm and install the last version or do i dump a file into it and if so where do i dump the file?

personally i wish nmm was continually built upon, it is hands down the best modding tool i have used (still cant get me3explorer to even add a mod for any mass effect game which is frustrating as all hell)

It is still built upon, but by the community, and at least one of its developers, not the site staff itself anymore.

There is even a discussion section to stay in contact with these guys, and the ones knowing NMM well enough to still provide support:

https://forums.nexusmods.com/index.php?/forum/406-nexus-mod-manager-no-longer-officially-supported/

Or as the topics inside there and the official announcements by the site explain, all up and coming releases can be found here: http://github.com/Nexus-Mods/Nexus-Mod-Manager/releases

You will be delighted to hear it by now is also able to update itself internally like before again, just from GitHub now, after one of the recently released new versions.

And to answer your question, no, you shouldn't have to uninstall your current NMM. Just install the newer version over it like when you initially installed the NMM. Unless you're making a too far version jump, you also shouldn't have any problems with your already installed mods.

So install the current release from GitHub over your existing version now for once, and from then on it will be able to automatically update itself again as usual.

the last time i updated was 0.61.23

That one shouldn't make any problems even jumping to the absolute latest release. It's way past the introduction of the profile feature, which last required you to reinstall, migrate or uninstall all your mods. Since then there was no other update similar to this in complexity that I know of.
