According to the MOD DL information, it is suppose to be in the Hubris Comic Book building. More pointedly, behind the counter in the shop. After clearing the entire building, I was unable to find it anywhere. Yes, I did DL the MOD. It just isn't where the Author of the Mod said it could be found.
