Game not loading updating texture detail

The game just dose not want to load the high detail textures it just keeps the LOD ones for some items i tried multiple fixes and solutions to this problem i found on the internet but none work.I no matter how long i wait the textures wont load and the game doesn't go above 4 gigs of vram usage same for ram so it cant be that i'm running out of memory.Any help would be appreciated in fixing this issue.I posted my mod list and plugin load order below but i had this happen on vanilla as well before.

1. Download Enbseries: http://enbdev.com/download_mod_fallout4.htm

 

2. scroll down that page, click on v0.344 - scroll down the page again, and click on the *Down Arrow* next to Download

 

3. save it desktop, extract the files. copy the d3d11.dll, d3dcompiler_46e.dll, enblocal.ini and enbseries.ini - to your Fallout 4 root folder (where the fallout 4 launcher is)

4. now inside the fallout 4 root folder, open the enblocal.ini file:

 

[MEMORY]

ForceVideoMemorySize=false <-- (Change to True)

VideoMemorySizeMb=0 <-- (change this to 4096, if it is not set to that already)

5. File - Save

6. your textures should now be fixed. (the above has a very high chance of working, since doing this i have never seen a single low quality texture... ever)

With the above you can also take another step:

1. Go here: C:\Users\your computer name\Documents\My Games\Fallout4 - Open Fallout4Prefs.ini - Search for iTexMipMapSkip= (set this to 2) so it looks like this below:

iTexMipMapSkip=2

if that dont work then do:

iTexMipMapSkip=-1

I have a enb setup the memory is set to 8 gigs same as my vram i have a gtx 1070 but ill try it see if it helps whit the bug.Gonna try iTexMipMapSkip=2 mine is set to -1 but it didn't fix it.

i also have my iTexMipMapSkip=2 and works perfectly

if these dont fix the issue then it might be mod related

so yea let us know if that fixes the issue, if not i will then look at your mods and see if any may cause the issue, more spefically any mods that would compress textures, can cause the low quality texture issue.
