you could try using a different mod to load files, its what ive done before, and it works on its own

I tried that before and it says the same with anything I try to load except self made mods

Wait, you managed to load... self made mods? How did you manage to make those in the first place if you can't load up oblivion.esm? Also how's it possible that you can't load oblivion.esm when oblivion.esm loads itself when you load any .esp as every mod has it as it's master dependency?

At first I did try then I learned that you had to just check it by double clicking the box next to oblivion.esm and it still wont work

The vampirerace thing was still there with the imperial body and when I clicked new the imperial body would still work
