Not able to easily "indicate" individuals on screen

I know that I need item id if I want to manipulate an individual in game using console commands. But I can not get any item or individual ids to show up. Here is what I am doing:

 

1. Holster weapon.

2. Look at person.

3. Put cursor on person. At this point my cursor turns into box and I can not click anything. I have tried in both 1st and 3rd person views.

 

What am I doing wrong? You would think that someone with 1,000+ hours in Fallout 4 could figure this out, but I am flummoxed (that is your new word of the day).

You might just not have listed it, but step 3 should be: go into console mode i.e. hit the ~ key.
