Why not start as a special draugr who wants to send the world into darkness. The cities (merchants and traders would be in the tombs. You can only communicate with other draugrs and every human is hostile to you. Things through your eyes as a Draugr may also be different form time to time. Seeing parts of the present and your past. Making an underworld city with Draugr NPCs and a faction is doable, but the part where you want to 'send the world into darkness' (which pretty much would be a requirement if you'd want to have anything to do at all as a Draugr) would require... Well, large raw changes and a heap of scripting. Like, laying siege to cities with your Draugr minions, making sure the death of the Jarl causes all respawns of the guards and citizens to cease so that you can... Well, repopulate the town with Draugr NPCs to function as the murdered NPCs. Also, I've been looking at the Draugr and thought a bit about what racial skills and abilities they should have. And a certain quest in a certain place, already in the vanilla game, allows you to feed upon the dead; something I'd say is pretty much mandatory for the Draugr race, perhaps giving them a lowered regeneration in general (... Dead tissue don't, generally, heal). It's also a bit difficult to pick both skills and racial powers as Draugr come from everything to dusty old bonewalkers to Dragon Priests - spanning all (except the sneaky, to my knowledge) classes. And then we've got the appearel business; and as far as I've understood it, the Draugr meshes don't support armour to be equipped, and I haven't come across any mods that changes that. So... A bit of a project, I suppose, if it's to be made properly. Then again, it's fun to just make a Draugr Overlord and do some good old-fashioned township raiding - even if it generally means you'll be shot down by the guards before really achieving anything. The alternative would be a Draugr city with enough quests (radiant and quest lines) to keep you occupied. Can't honestly say which is hardest to achieve. Then there are, of course, a whole lot of other elements to be considered. Mounts, which are turning more and more important with the recent update, suitable for the Draugr (for some reason I can see a Draugr overlord on a skeletal Dragon sitting atop the roof of Dragonreach whilst coldly staring down at the ongoing massacration of the Whiterun citizenry) - but 'realistically' refering to a proper skeletal/zombie-like horse, or a dosen (I suppose a mod which summons them, much like an already-excisting mod does). And the thing with being an Overlord, you're sort of supposed to actually have something to lord over, a warband to keep in check (which with the current follower stuffs would be, at the very least, messy). Finally there's the thing where most (I think?) people prefer to start from scratch and actually achieve the power of your character through progression rather than just starting off as an Undead Super-General of the Draugr Legions with the sole mission to conquer the establishments of Skyrim. Aaand then there's the lore-part, because from what I can tell, the Draugr as a race are rather... Passive, they don't go about raiding, they sit, sleep and slumber in their tombs until disturbed, which I suppose is a trivial matter to fix with some simple background being written. Like.
