Cannot speak as the Silver Shroud during quest line.

I get no dialogue options when dressed as the silver shroud during any of Kent's missions, or Hancock's, just regular character dialogue options. I'm running a lot of mods, so I suspect it's likely something has hijacked the dialogue, but I've ran them before with no issues. Has anyone else run into this? To my knowledge nothing I have touches the silver shroud costume or weapon. I'm running both Better Goodneighbor, and The Goodneighbor Player Condo Home by RedRocketTV. I've used them before with no issues with the Silver Shroud Quest.
