I found a file called maps.swf but I have no idea how to open it. When I check the internet to see which program should open that type of files it says Adobe Flash Player, which I already have installed.

.swf is typically a file that is played with the flash player. It can be a game, a movie, etc. Usually low res stuff, like joe cartoons. You would probably need a program that creates flash games to edit it, not a flash player. I think the Adobe Premier kit I have would probably have a program to open it, but I wouldn't have a clue how to use it.

Here is a full user interface walk through Im putting together. Its just a skeleton right now as Im playing with what topics to cover, format, writing, and screencaps. Your welcome to watch it develop but it may not be of much help to you right now.

Other than these resources you will be on your own for the most part. User Interface modding is one of the more rare talents in the community at this time.

Learning actionscript 2.0 may also be necessary. If you already know Papyrus or C# you should be able to pick it up quickly.

I apologize about bumping the thread but I just wasn't getting an answer from anyone and constantly watching the thread fall back to pages 2 and 3 where I knew it wouldn't get replied. As it stands I think I'll have to buy flash (or similar) if I'm to use this method. It's a squeeze since Adobe flash costs so much money. I may just have to stay without a custom map marker.

IIRC, the SkyUI mod has an "extras" folder with a bunch of custom icons and map markers in it? Not sure how to make use of them though.
