Nexus Mod Manager from here: https://github.com/Nexus-Mods/Nexus-Mod-Manager/releases

or

FOMM from here: https://www.nexusmods.com/newvegas/mods/54991

If you insist on the newest and latest, then of course use Vortex. A little word of advice, read the Vortex Support and Vortex Discussion before you decide on Vortex. Newest isn't always best.

Let me ask you a question: what editor do you use? an "ascii text" like Notepad, "word processor" like MS Word, programming like Notepad++, *nix such a VI, some other based style? Why?

If you think about it, you are probably still using the one you first learned on, or the one you were forced to when that was no longer available or sufficient. It's just human nature to be reluctant to give up something you have invested time and energy in "mastering". The same will apply to your mod manager. (I'm still using latest Wrye Bash, alongside the FNV fork called "Wrye Flash", for that very reason. It's less convenient than another choice such as FOMM, but it's necessary to help move it's conversion into a flexible, multi-game manager along.) So think of it as a long term commitment. Do your own research. You are the one who will be living with the decision.
