Is there a Morrowloot for Oblivion?

Skyrim players will remember Morrowloot: it basically takes out all random loot out the game and handplaces loot in the game, so you can find a deadric armor at level 1, if you know where to look, just like in Morrowind.

I was wondering if something similar existed for Oblivion
