Constructable power armor frame - how to spawn it in with a fusion core in its container?

I have a buildable power armor frame (from the workshop menu) - right now the frame spawns in empty, but I want it to spawn in with something like a fusion core in its container.

Does anyone know how to do that?

 

I've tried a COBJ that points to a formlist (frame + core) but that doesn't build anything, there's not even a "build/place" button for it.

And I've tried using a LeveledList in the frame furniture record, but that only spawns things in the container if the frame is placed in CK, when the frame is placed from the workshop - the container is empty.

 

Ideas guys?
