Sure tHing brother, but even if that is a civilian police force, even without looking at the wiki link I'll bet you that's the core region

 

I agree with you that the NV state will have a large military presence for a long time after the 2nd battle of Hoover Dam, but that doesn't mean the military will be the sole body responsible for law enforcement. Maybe at first there will only be one police station (maybe in freeside) manned by some former troopers and police officers from around the NCR brought in to help in training and setting up new stations around the state. As the mod progress new stations in various towns around the mojave will pop up, this would give the impression that things are changing and the NCR is finally laying down some law and order.

I'll check some historical resources if I get some time and do a bit of research. But as it stands now I'm not really seeing a compelling reason to include them (although I do appreciate hte input), plus there's some extra work (I'd want to make a decent uniform and assets if I were to use them). And I'm not really seeing anything they could do that the troopers couldn't

 

But if you have a really good idea or questline that requires them, then run em by and I might change my mind.

 

P.S. I think I thought of a resoanble way to have a tiny prescense for the NCR in HH, I'll detail it in that thread.

I could see some bounty missions, maybe some detective quests where you have to help solve a murder, find and turn in the crooked cop who's sell information to raiders that's getting troopers and cops killed or take a bribe from him and nothing changes.

 

I know they could be offered by a military officer, but to me that seems like an unnecessary strain on the military's resources.

For Nelis Air Force Base I was thinking of adding more weapons and ammo in the bunker under the solar panels, a bunker used for interrogations, have a bunker where you can find the commanding officer (having a brain fart as to what these buildings are called lol), move the medical bunker to Pearls old house, a few more barracks, move the mess hall somewhere else (if the bomber has been repaired they would need the space for the vertibirds), put about 4-5 Vertibirds in/on the hangers/runway (maybe one of the aircraft is being worked on in the hanger). a few military trucks (2-3) with a workshop similar too McCarren, and (depending on the quest) have the bomber repaired in the hanger, have guards patrolling the perimeter, at the main gate, a checkpoint just before main gate (possibly where you can make the bet), and manning the howitzers (Some of which could be moved to Hoover Dam).

 

The NPCs in the base would be some troopers, various robots patrolling, field workers, engineers, some OSI scientists in charge of the fuel production, pilots, a few heavy troopers (at the checkpoint and main gate), the guys with the flashing batons that dirrect grounded air craft (idk what they're called), but for the batons I can see them just on the side of the NPCs and they could just simply be coloured police batons with a lighting effect on the end. There could also be an commanding officer, when talked to he will explain that the main purpose of the base is for rapid troop deployment and close air support, and reconnaissance of the NCR/Legion boarder, and some NCR 1st Recon members (not the vanilla ones) in the guard towers around the base (they don't have to be named, simply NCR 1st Recon.).

 

Some of the quests could be: Being asked by someone at Camp McCarren whether or not NAFB would make a good NCR base since the Boomers have left and the player is the only one who has been in the base. A quest similar too Volare! in which an engineer finds documents about the crashed bomber and thinks they could bring it back and get it flying but their CO doesn't believe them so the player must go for him. A quest that could result in the increase/decrease of fuel production (This would effect the base's battle and logistics operations). Securing the railway tunnel in the south east which would result in a check point there (If the railways are running they could be used to move troops and supplies to and from the base). Inform the CO that the Enclave Remnants old bunker can be used as a refueling station and outpost and that the Vertibird there is operational. Repair the solar panels if they have not yet been done. Interrogate a captured Legion commander and get information on where a Legion base of operations is located, how much information the player got out of the legion commander, how many vertibirds the NCR has, and whether or not the bomber is functional would affect the outcome of the mission (e.g. if the bomber is operational and the Enclave Remnants Vertibird was captured, and the player gets the captive to tell the truth the operation is a complete success resulting in minimal casualties. If the bomber is not operations, the fuel production was decreased, and the Enclave Veritbird was not acquired, and the captive lied about troop numbers then the NCR will lose an aircraft and a large number of men and forced to retreat) I'm not sure whether or not the player should take part in this partly because you would have to create a new world space, a fort (possibly partially destroyed depending on whether or not the bomber was rebuilt) full of Legion troops, and have Vertibirds landing, dropping off troops, then taking off, and some possibly giving close air support (if I remember correctly Enclave Vertibirds did this in Fallout 3) and that would be a lot to create but I think the mission could be to capture/kill a high ranking Legion commander (possibly a Legate) but NCR general wants it confirmed and not just blow up the entire base, it could be partially inspired by the killing of Osama Bin Laden.

 

Also I know that you can get a Veritbird to take off (idk how to do this or if you can get the to land, but I have seen them take off in other mods) and since NAFB is fairly flat with very little things to cause the aircraft to clip into I think it would be interesting to see a Vertibird take off and land occasionally on the runway. Depending on whether or not the player has increased/decreased the fuel production, secured the Enclave Remnants Vertibird, and salvaged the crashed Vertibird would effect the amount of times the player encounters one taking off/landing.

For the Enclave bunker I was thinking just add some NCR troopers, a captain in charge of the place, maybe a couple of pilots (If there's a Vertibird there then there could be 2 pilots, if not then there would be no reason for them to be there), and some engineers. Remove the Enclave power armour and maybe move them to Hidden Valley if the NCR take it over.

 

Edit: At NAFB it might be possible to open up the air traffic control tower and have it occupied, or make something that could act as a tower, not sure what you could use though.

Another possible mission for the NAFB interrogation quest could be that one of the later tribes that was assimilated into the Legion still maintains some of their tribe identity albeit in secrecy. Given the recent lose of a large number of high ranking officers, including Caesar and possibly Lanius, and a large percentage of the military would be a prefect time to rebel and reclaim their lost identity. Although the NCR doesn't know this intel until after the Legate is captured (keep in mind he can be killed).

 

The way I imagine the quest playing out is if the player manages to capture the new legate he will then be interrogated by the player. After a certain point the new legate will inform the player his mission was to quell the rebellion, enslave the women and kill the men and children. The player can then choose to let the tribe form on their own, or talk to the CO at McCarran who then sends the player to talk with the leader of the tribe at the fort the player raided earlier in the mission (which the tribe later sets up as a town/city and their "capitol"), depending on how the talks go the tribe will either work out a peace deal and request aid or hate the NCR. If aid is requested then the NCR will send a squad of rangers (for protection and military training), a few OSI scientists(for teaching them self sufficiency), some supplies (at first food and medical supplies, but later weapons and ammo), and possibly some FoA tag along as well(depending on the followers ending).

 

If the player chooses to not help them then the tribe becomes xenophobic and attack anyone that comes within their lands. If they receive aid then they become fairly powerful and self sufficient (they were former Legion and have some training by the NCR so they would be able to hold their own), and a close ally with the NCR, if the player chooses this then I think it it would be interesting to see a few faction members in and around the strip/freeside.

 

I think if you were to do this quest, it should be stated that the fort that is raided is relatively close too the NCR boarder but still in Legion territory so that way the new faction wouldn't be completely cut off from the NCR if they were to become allies.

 

Also when I mention "tribe" I'm imagining a fairly large group of people with Legion military training and some knowledge in self sufficiency but lacking a lot of technology and medical knowledge, and not something similar to the Sorrows or Dead Horses. The way they look could be inspired by some Legion (a small amount, but some), their former tribe culture (I'll leave that up to you), and possibly some NCR (depending on how the quest plays out). I could also see them being intolerant towards chems/alcohol, ghouls, and super mutants and nightkin.

Another thing is if Sloan has been cleared out and the railways are running (I'll expand on the railways/Sloan/NCRCF later) then the runway, roads, and control tower at NAFB could repaired (Although the tower would still be partially destroyed). Maybe when the player first goes there after the NCR take it over they will see some workers fixing the pavement.

The B-29 (if repaired) could act as a bomber as well as a gunship (bomb payload reduced but this would be explained by the although currently fairly abundant, expensive and hard to manufacture bombs). Instead of a Vertibird giving close air support after the bomber blows a whole in the side of the fort, it could occasionally rain down rockets from a Red Glare, and .50 explosive rounds from an NCR made minigun that could be developed at Hidden Valley, if they take it over of course, if not then it could be made at Nellis.

 

During the mission it's involved with would be the raid on the legion fort and the player could see circling the fort ocasionally firing behind it (The player would be informed that it's role will be for shock and awe as well as cutting off the legions only escape). It's fire pattern would be 3 rockets, 1 second apart from each other, and 3-5 second long bursts from the minigun. If the bomber has to be lowered to be so that it's weapons are within range of the target then I came up with some ways to make it seem as though it is higher. That info the on the last page of the link I provided.

 

I will try to work on a model that the player will see in hanger. I plan on removing all of the machine guns attached to it, place an enlarged minigun in one of the bottom turrets or sticking out the side, and place a large barrel in the other bottom turret or sticking out the side.

 

For the story behind it I was thinking that the NCR mechanic that had the idea of repairing the plane (also gets a small promotion) is put in charge of maintenance and armament. His friend who is a heavy trooper came to him one day to fix his jammed minigun which gave him the idea of attaching one to the plane for targeting ground troops. He realized that the ones available didn't have enough range so he asked his CO to get someone at Hidden Valley to develop one with enough range (Hence the .50cal). He then later realizes that a Red Glare has enough accuracy and range so he decided to strap one on for hitting harder targets like buildings.

 

There could even be a quest behind it where the Nellis CO has the courier deliver a classified note to Hidden Valley but mentions to the player that "(insert mechanics name) has another crazy idea. If he had came to me asking for this before that plane was brought back from the dead I probably would have laughed at him, but now I'm just curious enough to see if this will work" the player can leave or ask "What are you talking about?" in which the the CO will respond with "(Insert mechanics name) insists on surprising you, now go deliver that message". After going to Hidden Valley the player will have to talk to an engineer who then sends them to the Crimson Caravan and Gun Runners or McCarran with a message that they need 6 brand new anti-material rifles and X amount of regular, incendiary, and explosive rounds, X amount of scrap metal, flamer fuel, scrap electronics, and motorcycle gas tank sent to Hidden Valley which the player will then be sent back to Hidden Valley to tell the engineer that the items will be delivered in a few days (this player could also offer to donate some of their items). After an X amount of days the player will informed that they can go back to the engineer and that they will be sent to the CO of Nellis with a note. The CO at Nellis will tell the player that they should go tell the mechanic that it was a success and they will see their new toy in a day or 2. If possible I think it would be cool to have the bomber covered by a white sheet, if the player asked about it they will simply be told "It's classified". After 2 days pass and the next time the player goes to Nellis they will be confronted by an unnamed mechanic that (insert mechanics name) wants to see them in the bomber hanger, when the player goes there they will see the finished bomber with the guns either sticking out of the bottom turrets or out the side and they will finish the quest and can talk to the mechanic about so of the things the bomber can do and how it will operate (e.g. that troopers on the ground will direct the gunfire to the on board radio operator who will inform the gunners/bombardiers)

 

I will attempt editing the bomber so it has a proper NCR inspired symbol and name, guns sticking out the side/turrets (no promises). Also if I figure out how to I am willing to create an NCR police uniform.

 

Edit: I think the VR pods at Hidden Valley should be moved to Nellis for pilot training
