I think the issue may be not the size of the updates and your file limit, but the speed of your internet connection., as far as vanilla skyrim goes.However, in my opinion, skyrim is much improved by use of mods, after the first play-through, anyway. Adding mods can take a lot of your data limit, if you install a bunch (or even a few big ones)...but low bandwidth will cause the automatic download option on NMM to fail on large files. (this can be worked around with a manual install in many cases.) If you do decide to get the game, you may prefer to use NMM vs. steam workshop for your mods if you do have a slow connection, because the workshop goes through and checks/updates your mods every time you load the game, and that can be time consuming and annoying, even with a fast connection. NMM allows you to choose when and what to update, so you would have more control of your data. Also, you may want to consider turning the steam cloud sync off....
