Tiber Septim was a Breton named Hjalti from the High-Rock kingdom of Alcaire.

 

He stopped using the voice because he had to spend all his time running the empire.

Nothing really, it just makes more since in making Tiber a Breton so that we have

 

Ysmir Wulfharth, Ysmir Kingmaker, Ysmir Dragon of the North, Ysmir Underking, as a Nord

Hjalti Early-Beard, Tiber Septim, Talos Stromcrown, as a Breton

Zurin Arctus, Zurin Underking, as an Imperial

 

So that way we have a Nord, Breton, and Imperial, the three races of men linked by blood, since redguards aren't related to the original strain of man, merging into Talos, the reborn Lorkhan.
