weird fps drops

Im having this weird issue where my fps drops down to 2-3fps, ive wondered alot and tried a few things. Loot tells no errors, vortex says no errors and no cleaning needed. And i cleaned everything with tes5edit.

What i couldnt figure out is why the fps drops, even if its always the same places. (like riverwood, or whiterun market) and now what confuses me even more, is that my graphicscard usage goes down to 20% when the fps lag starts. (CPU and RAM dont go over 70% usage).

Does someone know whats the problem and how to fix this?

Do you have ENB? If so, try disabling it or try using those performance boost tweak options for ENB. It may improve your FPS.

yes im using enb (vivid) but its not the performance i have problems with, its just those spots all around skyrim where my gc stops working at 100% resulting in 1-3 fps

if im looking the same direction from another point, or if im walking towards it the fps goes back to normal

normal fps are 50-55 exterior and 55-60 interior
