The best procedure is to move your mod archives and not the extracted mods. Place the archives into the game downloads folder that Vortex automatically generates, or drag and drop them into the "Drop File(s)" box at the bottom of the Vortex mods page. Make sure you are dragging and dropping only archives designed for the game currently enabled in Vortex. Once that's done. you'll see a list of mods on the mods page whose status is "Never Installed." Install, enable, resolve any installation and load order issues, deploy, and play your game.
