Cerronia
Look in your AMD driver settings, idk if it's called the Catalyst Control Center or something. I'd bet that it's set a profile for Skyrim that's capping you at 31 fps. Usually when it says 31 or 32 fps, it really means 30 fps, and 30 fps is a really common value to cap games at.I don't know what caused it, but somehow Skyrim must be capped at ~30 fps for you, so a boost program will never ever help it unless you find out what's capping the framerate.Wth, that could be the f***ing solution :DI'll try to hava a look at my Control Center, but first I have to stop it from crashing when it starts. It seems that many people are having this issue. I'm not saying you're wrong on the fps or anything, I'm sure FRAPS is telling you that. But if FRAPS is telling you that you get 31fps on Low settings, AND 31fps on Ultra - either FRAPS isn't working properly or you have something, somewhere that is limiting/forcing the frame rate to 31.I don't think Fraps is wrong because I don't see any difference in how smooth my game is on low/ultra. So you and Rennn had the same idea, I'll try to check out my CCC if it's limiting Skyrim and report back later. Or Skyrim isn't applying the change in settings, but I'm sure you'd have noticed that.Nope, Skyrim looks better on ultra settings :P
tetradite
I will properly laugh (in a manic exasperated kind of way) if it's Catalyst Control. I can't get Catalyst to cap framerate even when I WANT it to... had to use a mod to do it! AMD need to sort out their software badly. It always screws something up, and often not even the same thing as someone with the same system... If you don't have any success in finding what's capping you it might be worth doing a clean install, could be something lingering from an uninstalled mod or something (my ENB has a frame rate limiter). eltucu
If graphical settings dont affect your framerate (same framerate in low detail as in high details) then you're hitting a CPU bottleneck. That means that no matter what kind of data the GPU has to process, the CPU is too slow to feed the GPU with said data. Though, to be fair, I had way better fps (40 and some) with my Core 2 Duo at 3Ghz, and the Core i3 is much faster. So im not sure, probably you have your framerate capped as Renn said... UsernameXX
You can try to disable Hyper Threading. Because Skyrim uses not more than 2 threads. In the worst case, these 2 threads are running on one physical core.

Sorry I should have said, the option in CCC is the "wait for vertical refresh" one. It's not a limiter you can set a custom number for, it (is supposed to) cap your frame rate to the refresh rate of your monitor. If it's set to "Alyways on" or maybe "on unless application specifies" then it could be capping your framerate. But like I say I can't get it to work on any setting anyhow, and if you've never been into CCC before (I think you said you hadn't) I doubt it's turned on anyway, I think it defaults to Off. eltucu
Well there is this booster posted on page 2 which heps if you have a GPU bottleneck, do you know something for CPU bottleneck's?Yes, a better CPU :D But as I said, your CPU is stronger than the C2D i had before and i did had better framerates with that one. So im inclined to think its something else...
