Strange Weather/Screen Bug Around Kvatch

I've been having a strange glitch around Kvatch where looking in a certain direction makes the screen washed out and very uniform. It only happens in first-person mode and not in third-person, and only when I'm looking towards the city. I was convinced All Natural or my ENB had to do something with it, but I've tried disabling and tweaking both and they did not fix the situation. Does anyone have any idea what could be causing this? It only happens when looking towards the city, and I cannot confirm if it happens in any other locations on the map. Thanks for your help. (screenshots/load order given too).

If I'm not mistaken that is an Oblivion Reloaded issue. Check through the mod comments for Bevilex' modlist for Oblivion - Graphics as that is where I've seen it discussed (could be maybe a month or two ago).

I'm getting this issue and i cant find a fix. anybody know one? also the issue seems to happen whenever the oblivion portal is in frame.
